Statement of the EU Commissioner for the Environment Janez Potočnik


Question to the EU commissioner Mr. Janez Potočnik posed in the name of the WORLD HEMP CONGRESS, which introduces GLOBAL HEMP INNOVATION and is linked to the online discussion regarding hemp, being broadcasted to over 60 countries ;

According to the evaluations of our experts, hemp is an invaluable renewable source of energy, representing numerous possibilities for development. It also represents challenges and opportunities to the developing industries offering an opportunity for up to 70.000 biodegradable products. This plant is also known to clean the air, mitigates climatic changes and groundwater. Last but not least it represents exceptional substitute for wood products, amongst other ecological paper. Allow me to mention medical cannabis which represents natural source of healing and is a unique substitute for healing of serious illnesses and a substitute for heavy pharmaceutical products.  

Dear Mr. EU Commissioner for the Environment we would like to hear your standpoint on hemp as a renewable source in agricultural and economic sector, and medical cannabis as a healing plant. Are you in the EU in the process of preparing any special promotion measures in regards to coordination of legislation in the respective field. We are jointly with our partners, in the process of collecting signatures on the EU portal.

Everything you have stated is true and I agree with your indications.

Hemp is an incredibly high quality plant.

I am a huge advocate of hemp and I consume hemp each morning for my own health!

In the field of hemp there is still much work left to be done after re-legalization of hemp and after being banned for so long.

We are currently not preparing any new laws in my EU office for environment however we do expect your proposals.

Statement of Mr. Dejan Židan, Minister of Agriculture and Environment and Deputy Prime Minister of the Government of the Republic of Slovenia 

Hemp has gained an unjustified negative stigma in the 20th century. We can not ignore its numerous positive properties and versatile usage be it in agriculture or in other economic industry from cellulose fiber and oil to its integration to agricultural crop rotation and lastly also the painting of Mona Lisa portrayed with hemp oil. Not so long ago, hemp was still a versatile leading economic plant and it deserves this role nowadays likewise. 

At the Ministry of agriculture and environment of the Republic of Slovenia we strongly support versatile manufacturing/growing, processing and developmental activities in the field of all economic industries linked to the field of hemp. Legislation is being adjusted at a maximum to the manufacturers. We are supporting growing of hemp and simplifying the work for farmers interested in intensive work with this agricultural plant, by introducing new measures. 

I am pleased to see that the manufacturing of this plant is increasing and that our state has occupied a leading global role in raising awareness regarding hemp benefits and facilitating international connections of businessmen in the field of producing and processing of hemp.

Statement of Mr. Jožef Horvat, President of the EU Committee, President of the Nova Slovenija party council and Member of the National Assembly of the Republic of Slovenia 


World Hemp Congress proves that our small country Slovenija is capable of reminding the entire world about numerous small added values and enormous economic acquisition of hemp in this respect.

Hemp had been grown a couple of decades ago in every Slovenian household and has in many cases represented the leading source of income. Nowadays hemp as an agricultural plant is being once again introduced into the economy after being prohibited by law for many years. In this respect hemp is facing many obstacles however I am of the strong opinion that together with many experts from all over the world gathering yearly in Lendava, we can overcome the obstacles and begin creating economic and state prosperity for which hemp represents and ideal lead.

On this occasion I would like to express my gratitude to the World Hemp Congress Team, especially to Mrs. Robić. She managed to connect numerous expert and public audience by using modern technology, which has in this case overcome our distance and is connecting us in Slovenija.

I told Congress in February that if they didn't take action to fight climate change, then I would.
Today, I announced a plan of action to make good on that promise.

My administration is taking steps to cut carbon pollution, prepare our nation for the unavoidable impact of climate change, and put America's best and brightest to work to solve this issue on a global scale.

One thing we know is we'll face a well-organized and well-financed opposition by the special interests that profit from keeping things the way they are -- and there are members of Congress who fundamentally deny the science on this issue.

But we cannot stand by any longer.

I need to know you'll fight alongside me. Say you will.

My close friend Terry McAuliffe is running for governor (he'll be a great one!) against a guy who's really out there. 

Ken Cuccinelli took legal action against one of the country's best universities (which happened to be his OWN client) because he disagreed with a study on  climate change research. He's one of those people who still doesn't believe in global warming. 

Oh, and he was the first person in the United States to sue the federal government to overturn the Affordable Care Act. 

This is one of the races where we need to do everything we can now. 

Many of tha same people working to undermine the President's agenda are spending millions trying to prop up Cuccinelli's campaign. 

We've senn what a small group of Republicans backed by very wealthy special intrest groups can do. They're making it harder for poor folks to vote in Texas. They're trying to nullify federal laws they don't agree with in Mississippi. And they've  forced an unnecessary and damaging government shutdown -- something I hoped never to see again. 

So here's what we have to do -- we need to fight in all of these battles, we need to win this election, elect Terry McAuliffe, and send this powerfu message: 

They want to repeal the Affordable Care Act. We want it to work. 

We don't want to make it harder to vore. We want every American to be able to participate. 

And we don't want to keep the government shut down. We want it to be open for business so our economy can grow.

Today's announcement by EPA Administrator Gina McCarthy is an important step forward for our nation and our planet. From now on, future coal- and gas-fired power plants must take responsibility for their global warming pollution by reducing or capturing their overall emissions.

This is a critical achievement for President Barack Obama and his administration. In the face of an intransigent and inactive Congress, the President has made halting the climate crisis a priority. The policies announced today, combined with the rest of the President's Climate Action Plan, will put us on the path toward solving the climate crisis, but Congress must also soon face the reality of the situation.

Three years ago, Congress failed to put a price on carbon and, in doing so, allowed global warming pollution to continue unabated. We have seen the disturbing consequences that the climate crisis has to offer -- from a drought that covered 60% of our nation to Superstorm Sandy which wreaked havoc and cost the taxpayers billions, from wildfires spreading across large areas of the American West to severe flooding in cities all across our country -- we have seen what happens when we fail to act. We need a price on carbon. We need it now.

Congratulations. You helped to make a difference! Alongside more than 85,000 people across Europe you have taken action for a strong and meaningful green reform of the Common Agriculture Policy (CAP) of the European Union. 

More than 1,2 million emails were sent to the Members of the European Parliament (MEPs) across the EU, to leaders of the political groups and key MEPs in the Agriculture Committee of the European Parliament. Many of them told us that your voice influenced how they voted.

As promised we wanted to give you a short update on what happened during the European Parliament vote on the 13th of March. You can read a breakdown in the annex below. 

The European Parliament, the Commission and Member States will now negotiate on these different measures. It seems that options for a truly sustainable agriculture in these negotiations are about to be watered down further. However, we will keep fighting for a stronger CAP.

The final decision on the reform of the CAP will not be taken before summer 2013 and the implementation of the European legislation and programmes into national or regional legislation will take until the beginning of 2014. This means that there is still a lot to play for, especially in the implementation of the CAP in your countries.

You can still help to influence the process. Contact your MEPs; write to your national ministries and regional administrations and show that you, as a taxpayer, care how your money is spent and that you will act. If you wish to follow the discussion, please go the websites of the respective organisations, which supported this action.
